Cell phones in classrooms? An absolute "no". End of story. That would be no different then my Director being on the company land line to talk to her friends and families all day. It is a distraction. A HUGE distraction. We have an immediate "discharge" policy and it will stay that way.
How many people (employees) get to be on their "land lines" at work talking to their friends and families all day and not get in trouble with their bosses? Very few would be able to keep their jobs.
They belong out of the classroom and in the breakrooms or cars.
