Blended Programs
Blended programs are those that meet both early childhood and special education standards.
NAEYC supports and values the rights of all children, regardless of their diverse abilities, to participate actively in natural settings within their communities. As such, NAEYC promotes inclusive early childhood programs, those that serve all children, disabled and otherwise.
In pursuit of the development of programs that prepare teachers, administrators, and other professionals to develop and work within inclusive settings, NAEYC allows programs to show they meet both NAEYC standards and CEC standards in a single program report.
CEC, the Council for Exceptional Children, has a Division of Early Childhood, which supports the development of young children who have or are at risk for developmental delays and disabilities. CEC and NAEYC jointly review blended program reports, which include 8 – 12 assessments.
A blended program may choose to submit two separate program reports (using 6 – 8 assessments each) to NAEYC and CEC instead of submitting a single report.

This short document explains how to have a "unified" or "blended" general/special education early childhood program reviewed for joint approval by NAEYC/CEC and NCATE. It includes questions to ask yourself to determine whether your program is "blended" or not.
