Administration Release Budget Proposal – 400,000 Fewer Children to Receive Child Care Assistance; Cuts to Education Programs
Yesterday, the Administration released its budget proposal for fiscal year 2007, which contains terminations and cuts to programs in K-12 and higher education, freezes Head Start funding, and according to the tables released, 400,000 fewer children will receive child care assistance in 2011 than in 2005.
The Budget Act requires the President to submit a budget by the first Monday in February. This is the beginning of the annual budget process. The President’s budget request is not binding, but it does have importance. Now, the House and Senate Budget Committees will begin developing their versions of a budget resolution.
Below is a list of some of the other programs that support children from birth through third grade and early childhood educators. Programs that are “frozen” are kept at the same funding level as fiscal year 2006 without adjustment for inflation.
Head Start – frozen; proposal includes a cut in training and technical assistance funds
Even Start – eliminated
Title I grants to school districts – frozen
Title I school improvement funds – $200 million increase for states for technical assistance
Early Reading First – frozen
Reading First – frozen
Early Childhood Educator Professional Development – frozen
Perkins Loan Cancellations federal contribution – eliminated
Foundations for Learning – eliminated
Teacher Quality Enhancement grants (Higher Education Act to improve teacher preparation, recruitment and licensure) – eliminated
IDEA Part B – $100 million increase
IDEA preschool grants – frozen
IDEA grants for infants and toddlers – frozen
Teacher Quality (NCLB professional development) –frozen
Early Childhood Educator Professional Development – frozen
21st Century Community Learning Centers – frozen
Ready To Learn Television – frozen
English Language Acquisition – frozen
CAMPIS child care – frozen
Pell Grant award maximum to individuals – frozen
Title XX Social Services Block Grant – cut by $500 million for fiscal year 2007 but restored for fiscal year 2009
What’s at Stake? The annual release of the Administration’s budget proposal is the beginning of a new federal budget resolution cycle, the blueprint for federal spending. Let your members of Congress know that this proposal is a poor start for children and that they must pass a budget resolution that makes children a national investment priority.
