Senate Rejects Drastic Cuts of HR 1; House Prepares New Bill for Funding through April 8

3/14/11 – Thank you for all your calls and emails to the Senate to reject the drastic cuts in HR 1. The Senate failed to pass HR 1 (which included cuts to child care, Head Start and education) and it also failed to pass the alternative that would have increased funding to child care and Head Start while making much more modest reductions in spending.

The House is poised to take up this week another Continuing Resolution that would keep federal funds flowing through April 18, with the exception of another $6 billion from domestic discretionary spending. The bill at this time does not include cuts to early childhood education.

We will update you as the bill moves to the House floor and then to the Senate.

NAEYC Releases Fiscal Year 2011 State Developments

Each year, NAEYC releases a compilation of selected state public policy developments on a range of early childhood educations issues, including funding increases and reductions, state councils, kindergarten, child care, and health policies. The report is available here.

Data Systems: Release of Inaugural State Early Childhood Education Data Analysis

The Early Childhood Data Collaborative (ECDC) surveyed 48 states and the District of Columbia in fall 2010 to track state progress toward implementing the 10 Fundamentals of Coordinated State ECE Data Systems. Last week, it released its inaugural state analysis that showed that states collect a significant amount of data on individual children, early care and education program sites, and individual members of the early childhood education workforce. However, the data are largely separated by funding stream, often incomplete, and as a result unable to help policymakers answer policy questions about their state's early childhood education systems, support continuous improvement and determine whether their investments put children on track to succeed in kindergarten and beyond.
