To register to vote in the State of West Virginia an individual must meet the following qualifications:
- Be a United States Citizen
- Be at least 17 years old and 18 before the next general election
- Be a resident of West Virginia and the county in which you register
- Not currently under conviction for a felony, including probation or parole (unless rights have been restored at the end of conviction)
- Not currently declared mentally incompetent by a court of law
To be eligible to vote in a specific election, you must register 21 days before that election.

Can register to vote in person or obtain a mail-in application from:
- The county clerk’s office at your county courthouse
- Secretary of State’s office
You can also obtain an online voter registration application.
The form can be mailed to your county clerk.
Absentee Voting:
You can vote in person at the Clerk of the County Commission (County Clerk’s Office) beginning twenty days before the election and runs through 3 days before the election. Voting is available during regular business hours, plus, it may be available two Saturdays before the election.
You can request a mail-in absentee ballot by mail, phone, fax, or email through the County Clerk’s office beginning as early as eight weeks before the election. Ballots will not be available for distribution until six weeks before the election. The mail-in absentee ballot can also be found online.
Your application to vote by mail must be received no later than the 6th day before the election.
If returned by hand, ballots must be received in the appropriate office the day before the election. Ballots returned by mail must either be received at the appropriate office by the day after the election or have postmarks or shipping dates by Election Day. Properly postmarked ballots will be accepted until the start of the canvass, approximately a week after Election Day.
